Phase I and II Environmental Site Assessment

AUDITECO was retained by a Client to perform Phase I and II Environmental Site Assessments (ESA) as part of a vendor due diligence process at the Romanian facility of a manufacturer in the inorganic pigments industry.

The purpose of the assessment was to identify potential issues associated with current and past activities at the site, and to assess, on a preliminary basis, environmental ground conditions with respect to on-site and off-site historical activities which might have impacted soil and groundwater quality.

A comprehensive site walkover and an on-site document review were carried out. Particular challenges of the audit arised from the complexity and distinct characteristics of the ongoing facility processes, with necessary emphasis on efficient abatement of air emissions and proper treatment of process wastewater; the assessment also focused on identifying potential environmental liabilities associated with the history and former ownership of the facility.

An intrusive soil and groundwater survey (Phase II) was proposed and agreed, and investigation points were selectively located throughout the site. Eighteen (18) boreholes were drilled to maximum depths of 15 m below ground level by dry hollow stem auger drilling. Environmental sampling included the collection of soil samples at selected depths, and collection of groundwater samples from four installed standpipes. Subsequently, the chemical analyses plan was based on potential contaminants associated with former on-site and off-site activities (e.g. aliphatic hydrocarbons, metals).

Project reporting included the preparation of standalone Phase I and II ESA reports, incorporating detailed conclusions of the assessments and recommendations for the benefit of the facility, so as to:

  • provide support in the decision-making process for the site divestiture,
  • foresee any environmental risks associated with current physical site conditions,
  • provide indications on potential environmental liabilities to be considered by the current or future ownership of the facility.
