In the context of a General Urban Development Plan (PUG), an Environmental Report is a legal requirement and a necessary tool that ensures a high level of environmental protection and promotes sustainable development by carrying out an environmental assessment of plans and programs that may have significant effects on the environment.<\/p>\n\n\n\n
An Environmental Report is a part of the documentation of plans or programs that identifies, describes and evaluates the possible significant environmental effects of their implementation and their rational alternatives, taking into account the objectives and the geographic area. In accordance with HG 1076\/2004 on establishing the procedure for carrying out the environmental assessment for plans and programs<\/em>this report must follow the environmental assessment procedure and comply with the framework in Annex 2.<\/p>\n\n\n\n The purpose of an Environmental Report is to analyze essential aspects related to the impact of the project on environmental factors: water, air, soil, biodiversity, natural resources, as well as the relationships between these factors. The report must also include measures to prevent and reduce negative impacts. In order to ensure the quality and compliance of this report, many companies rely on environmental consultancy<\/strong><\/a>.<\/p>\n\n\n\n In 2024 there was an increased awareness of the need to protect the environment in urban development. In Romania, the SEA Directive 2001\/42\/EC and the EIA Directive 85\/337\/EEC have been transposed into national legislation, establishing clear requirements for environmental assessment. SEA (Strategic Environmental Assessment) ensures that every urban development plan includes environmental considerations from the drafting stage, thus promoting sustainable development. In addition, the EIA Directive ensures that projects involving environmental risks are rigorously assessed.<\/li>\n\n\n\n
Protected natural areas, ecosystems and local biodiversity are subjects of major interest in the PUG documents. The degree of damage to these aspects is rigorously analyzed in order to minimize the negative impact of urban development on nature.<\/li>\n\n\n\n
According to current requirements, a UMP Environmental Report must include an assessment of the impact on human health and population.
